Adding PythonAlgorithms to Installer (Win)

Description

Currently, the Windows Installer places all items in the PythonAPI\PythonAlgorithms directory into install\plugins\PythonAlgorithms\Examples

This should be changed to place the contents of PythonAPI\PythonAlgorithms into install\plugins\PythonAlgorithms

Example Python Algorithms should move to a new subfolder.

It actually places the algorithms in MantidInstall\plugins\PythonAlgs on Windows, but the spirit of the fix is there...
