Remove references to instrument prefixes in the properties file and in MantidPlot

Description

This is all handled by the facilities.xml now so these references are no longer used.

(In [5932]) Removed references to instrument prefixes which are now handled with the facilities XML file. The MantidPlot config dialog now includes the instrument selector widget rather than a standard combobox. Re #1533

I have checked out the behavior in MantidPlot and it seems to function as advertised.
