Add wire-frame view option to MantidPlot instrument view

Description

Add option for user to turn on/off wire-frame view when viewing an instrument. The wire-frame view is automatically turned on when an instrument is rotated. However, currently no user option seems to be available for turning this wire-frame view on once the mouse is released.

A possibility is to add a tick-box below the "High resolution lighting" tick-box in the instrument view, with the label "Wire frame view" which by default is turned off (not clicked).

Hmm, The view you get when rotating is not actually a wire frame, it is the bounding boxes which is different.

there is indeed a checkbox here that does what it says on the tin/label.
