StripVanadiumPeaks using Dennis' method

Description

  • Fixed list of peak positions, in d-spacing
  • Peak width is defined as a % of d-spacing of the center of the peak. (Ask Dennis for a good number)
  • Interpolate the background as a linear fit between the two edges around the peak center.
  • Draw a line on that fit to remove the peak.

(In [6162]) Refs #1622: StripVanadiumPeaks algorithm added. Added a couple of VectorHelper functions for finding bin indices and for splitting a string into a vector. Made FindPeaks use those too.

Tested that some peaks were removed from PG3 data.
