Description

On request on Timmy Ramirez-Cuesta, to make adjustments to time of flight values for each detector based on the efixed in instrument parameter file.

The code does do what this says although it is very similar in feature to the ChangeBinOffset algorithm. I think this algorithm might be better served with a more specific name, like FixedEiTofCorrection or something like that. I don't have a strong opinion for the name change, so I'm not going to open a new ticket for it.
