Refactor UDET storage in SANSReducer

Description

The UDETs used as timer and beam monitor are currently hard-coded in SANSReducer (the constant used to define NORMALIZE_TIME and NORMALIZE_MONITOR are used as UDETs). The UDETs should be moved to the instrument class and read from the instrument parameter file.
