Create Range Selector for qwt plot items

Description

Create a widget that allows selection of an x-range on a qwt plot, for use in custom interfaces. Similar to what is provided in the PlotPickerTool class in /qtiplot/Mantid. To inherit from QwtPlotPicker - make as general as possible.

(In [6752]) re #1724 - RangeSelector class added to MantidQt::MantidWidgets. Still some problems (and certainly a little untidy for now), but enough done to warrant a commit (and I'd like to have it in tonight's dev installer build)
