Null powder diffraction calibration

Description

There needs to be a parallel path to doing CrossCorrelate and GetDetectorOffsets which generates offsets of zero for the entire known instrument. This is useful for instruments that cannot do cross-correlation, but still want to use the powder reduction code.

I tested that CreateCalFileByNames creates a calibration file with offsets of zero if no file named the same as the GroupingFileName exists.

I also confirm that. The instrument needs to have been loaded before trying it, that's the only caveat.
