For speed and likely better stability add C++ implementation of this function

Tested in MantidPlot and it works.

However please add to www.mantidproject.org/ExpDecay a property table and also to be consistent with param names used in other functions change so param names start with capital letters (for other example see e.g. http://www.mantidproject.org/BackToBackExponential).
