Error in HFIR_reduction on ubuntu 10.10

Description

There is a patch level change in PyQt for ubuntu 10.10 (v4.7.4) where 10.4 was v4.7.2. This was first observed (with more information) in #1334.

Make the code work with the newer library.

(In [7775]) Moved .ui data from Qt resource to generated python modules. Solves problem executing HFIR_Reduction on Ubuntu 10.10 and PyQt 4.7.4. Fixes #1847

I have verified on an up-to-date Ubuntu 10.10 machine that the GUI now launches without errors.
