More precise checking of Python version during install of MantidPlot

Description
MantidPlot was installed on a Windows 32 machine having Python 2.5.2 installed.
This caused MantidPlot to e.g. crash when trying to use custom interfaces that run python scripts behind the scene.
The problem on this machine was fixed by installing Python 2.5.4 (after uninstalling 2.5.2)

This ticket has been transferred to github issue 2715
As suggested by Adrian perhaps also consider having a check during startup of Mantidplot to check the Python version installed for the scenario where a user has upgraded Python
