HFIR SANS reduction: N_bins and N_subpixels are not passed to reduction step

Description

The number of Q bins and number of sub-pixels on the Instrument panel of the SANS GUI are not being passed to the WeightedAzimuthalAverage ReductionStep object. Needs fixing.

both locations calling the WeightedAzimuthalAverage now pass in the required values
