Description
Since there is continued refinement to the inelastic instrument definitions at the SNS, this ticket is being used to track those update.

Refs #1906. The old geometry is not needed.
As the new geometry doesn't yet have the other side banks in, there is no real difference between the old and new geometry. Except that the energies are correct in the new!

New geometry for CNCS 51071 onwards. Changed names to be consistent.

If we add an equation, event it is value+0.0, then we will have a default value of 0.0. This will get rid of the NANs that were appearing if the s2 motor was missing.
Also added the last-modified attribute
