Change skip plotting error bars to be unnoticeable.

Description
The plotting in MantidPlot will intentionally skip drawing some error bars. For some data this is quite noticeable and means that the plots cannot be used for publications etc...
I think that we need to either alter the threshold of this plotting, and/or provide a means to disable it.
Or maybe, we should take the approach Origin has, which is to draw errors for all the points that are drawn, but for large data sets, only plot every N points.

Load the data from the file attached. Then change the plot type to Scatter then add Error Bars. Then plot with the ranges -100<x<10 and 0<y<75 or 0<y<10. You can pick any ranges about this and you will see some points with no error bars.

Can you attach an example of where it is not working correctly and then reassign to Roman.
