Log binning shouldn't be allowed with negative Low in ConvertToEnergy

Description
The ConvertToEnergy GUI currently allows the user to perform logarithmic binning when a negative Low value is given for the rebinning parameters. This causes the program to eat up all available memory and slows the machine. The rate at which this happens depends on the rebinning parameters. Regardless, log binning with negative axis values just shouldn't be allowed since it is incorrect.
