FilterByLogValue with single value does not work

Description

I loaded an event workspace, and tried to filter by log value. There is only one value in the log (Speed3 for example). I put minimum value -1e3, maximum 1e30, no time tolerance. The results is zero events

(In [8210]) Fixes #2111: FilterByLogValue will assume a log value is constant before the first point and after the last one.

Seems to drop a very small fraction of events (16 out or more than 4 millions). I think there is a mismatch between start/stop time for events and logs. Putting a small time tolerance (like 0.5 seconds) seems to work.
