SANS: abstract out time/monitor normalization within reduction steps

Description

The dark current subtraction of HFIR and SNS only differ by the way you normalize by time. Once we have a NormaliseToTime algo, we can abstract out the normalization and have only one SubtractDarkCurrent step instead of two.
