Note that this is already possible, details here http://www.mantidproject.org/Mantid_Settings.

What is missing is easier handling of the paths etc, at the moment only raw key access is available. For this ticket I'll add methods for easier manipulation of data & save paths.

(In [9723]) Added a few convenience functions for dealing with ConfigService data paths from Python. Should avoid the need to deal with the raw keys. Fixes #2302
