Windows Installer picking strange install drive on multi drive machines

Description

The installer appears to choose the last physical drive to install to.

We either need to ask for every install, or change the default somehow to be perhaps the drive containing windows.

(In [1379]) Windows Installer will always prompt to select the installation directory. The default drive will be (I hope) the one containing Windows. Plugin dlls go to plugins directory along with the dependencies. refs #231, #232
