Mantid.user.properties should be created with commented out parameters

Description

Since most people don't RTFM, The Mantid.user.properties that is created should contain common properties (like datasearch.directories and usersearch.directories) commented out and documented so users know that they can set these.

Added more docs to default file.

I also have the default Mantid.user.properties file and a Python script which converts it to C++ if there is somewhere for it.
