Description

In order to reduce the need for editing ASCII files by hand (even though it is exceedingly easy), add an additional parameter that allows the user to specify what part of the DetCal file to read in. The intent is that SNSPowderReduction will call this algorithm twice, once for the calibrated position of the East side of SNAP, and once for the West side. This could either be done by component name (like CreateCalFileByNames) or bank number.

Don't know if Filename2 is the best name for a parameter. But it works.
