Add Run No and Instrument Name to Workspace & expose to Python

Description
Add simple getters for RunNo and Instrument name to the workspace and expose them to python.
Run no is already being extracted in most load routines, and is stored in the Run object as a log, this should just make it easier to access this commonly used piece of data.

Also consider adding at Title & User as well. Although I think we already have title don't we?
