CaltoDspacemap negative values

Description
The d-spacemap file for POWGEN has 15 pixels with negative values that cause problems when read by SNS software. Set negative values to zero. These pixels have noise, but no peaks to find the offsets for the cross correlations. Also correct these values in the .cal file.

Noisy data does not cause large offsets or negative d-spacemap values with these changes.

This was done correctly. Strangely, most commits were against GetDetectorOffsets though...
