MantidPlot: allow rhe instrument window to be popped up with a specific tab

Description

The getInstrumentView() function in python would be useful for prompting the user to edit a mask. It would be great if we could pass in an argument to specify which tab the instrument window should start on (for instance, I may want to pop it up on the Pick tab).
