Create a First Use configuration screen for MantidPlot

Display a dialog on first time use, (when no facility or instrument is set).

it should include

  1. A welcome message (possibly with logo)
  2. a combo box for facilities
  3. a combo box for instruments
  4. a way of launching the manage directories dialog
  5. A message of how all these values can be changed later and where to do that.

It might be worth adding a help menu entry to launch the dialog again if the users wants to.
