MantidPlot: Set the default of Properties Save Every to off

Description
The default of save every is currently on, so when someone saves the project for the first time it then resaves every 15 minutes.
This is a problem with large datasets.

still defaults to true, even after deleting registry entry. believe this is linked to line 4671 on ApplicationWindow.cpp. tested in 11062.
since Martyn is on holiday I'll reassign this ticket to myself and attempt a fix.

(In [11039]) Fixes #2803. Switch default for AutoSave to off for MantidPlot. Exisiting users will have this value saved so will need to go into the preferences and turn it off.
