Instrument loading performance tests.

Description

Create performance tests for loading instrument definition files. This will allow tracking changes in their loading speed and give warnings if they get slower due to changes.

(In [11197]) Fixes #2893: Performance tests for loading instruments. Used LoadInstrument instead of LoadEmptyInstrument since some time is wasted creating the workspace in that algorithm.
