Move FitPropertyBrowser + dep to MantidWidget

Description

Custom versions of the fitting GUI is starting to be used in various interfaces.

Hence, it starts to make sense to make the fitting GUI more easily reuable.

The purpose of this ticket is to achieve this. Possibly by creating a specialised QTwidget which can be used with QT designer.

Changed title to : "Move FitPropertyBrowser + dep to MantidWidget" since it would be useful for this iteration to test that moving the FitPropertyBrowser from MantidPlot to MantidWidget has not broken it (or parts of it).

Hence for this ticket - please test the fitting gui in MantidPlot to check if something obvious has been broken in the moving process.
