Spectra limits seem to be ignored for large datasets

Description

It seems that for large datasets spectra min and max values are ignored.

Steps to reproduce:

  • LoadRaw for a maps file
  • Set the max spectra value to 5000
  • drag the workspace into MantidPlot
  • Scroll down!

(In [1822]) re #309. If non-default spectra limits are set for LoadRaw2 either Workspace2D or ManagedWorkspace2D is created, but not ManagedRawFileWorkspace2D.
