Description

For multi-user clusters with mounts it is useful to have a file that specifies configuration for the machine, rather than all instances looking at the installation directory. This means that loading configuration will be: (1) installation/system, (2) local, (3) user. The local file will only make sense on non-windows systems and will be located at /etc/mantid.local.properties.
