Allow adding a user data search directory from the Mantid settings dialog

Description

Right now the only directories in the "Directories" tab of the Mantid settings dialog are related to instrument definitions and python. It would be nice to let the user add a data directory too.

We went to be able to append a directory path to datasearch.directories without having to write it in Mantid.user.properties.

This is what the "Manage User Directories" dialog is for (on the File menu). It was decided that there should only be one place to change these settings.
