ISIS Convert to energy transfer interface should have field to enter psi if save_nxspe option is selected

Description

nxspe file format has field to store psi (the crystal rotation wrt the reference frame). This is important parameter, which is currently used by all software, accepting nxspe. (in ISIS)

save_nxspe algorithm have field to enter psi value, but when a user uses convert_to_energy interface and asks to save data as nxspe, there are no place to enter psi and default value (0) will be stored in resulting nxspe, making the data analysis incorrect, based on resulting nxspe incorrect unless this value is stored in nxspe using an hdf-editor.

The option to provide psi has to be available when user selects "save nxspe" file.

Convert to energy transfer interface works for MARI11001.raw. Do not put anything in the SEMotor. Anything you put in offset will be stored as psi in the nxspe.

The value entered into the offset entry box does appear in the psi field in the NXSPE.
