Workspace context menu plot spectrum needs error bars option

Users are finding it painful not to be able to plot with error bars with a simple right click like the normal plot. What's worse is that the drap and drop option also does not follow what is already plotted. If the user makes a plot with error bars, when he/she drags and drops the next workspace it makes sense to expect it to also plot with error bars but it doesn't

A better idea might be to add a default preference for error bars and follow that.

In [15092]:

Added "Plot Spectrum with Errors" option to Workspace dropdown menu. Dragging and dropping a workspace into a graph now results in the new curve having error bars if the FIRST curve on the graph also has error bars. If there are no curves (if they have been deleted) the default is no error bars. Fixes #3347.
