LoadRaw: Loading monitors separately doesn't work properly with ManagedRawFileWorkspace2D

Description

Steps to see this:

  • Set your ManagedWorkspace.LowerMemoryLimit property equal to 0
  • Load a raw file, choose the separate monitors option. I tried HRP37125 & LOQ48127.
  • You'll still see the monitor in the 'main' workspace and in the detector list.
  • The monitors workspace had the correct data for LOQ, but not for HRPD (where the monitors are not at the start).

Remove unacceptable method from Workspace2D - these cannot change their size after initialization.
Comment out 1 place where it's called - in a method that does plenty else wrong anyway. Re #3433.
