Description

Create a Vesuvio_Parameters.xml file. Base it on one of the other inelastic instruments

Some initial VESUVIO parameter files - in fact apart from the chance
of instrument name copies of the TOSCA param files.

Adding these at least the indirect diffraction does not complain when
selecting VESUVIO as the instrument.

The purpose of this ticket is just to create 'a' parameter file to GUI recognise vesuvio as has been done.

If the aim of this ticket is to just make the GUI stop complaining then it is done. But, the parameter file is probably not named correctly for the analyser.
