Add option in XML grouping file to specify target spectrum ID for a group in GroupDetectors

Description

Allow the user (via the XML group file) to specify what spectrum ID they want a given group to be - overriding the default of using the first spectrum number in the grouped spetra/detectors.

This was solved in ticket #4157. To test: generate a grouping file, change the ID tag to something that can be a spectrum ID, then use GroupDetectors. In MantidPlot, click on ShowDetectors.
