FileFinder does the wrong thing for powgen

Description

When a user runs LoadEventNexus for powgen data with archive search enabled, it can produced undesired behaviour. Two specific examples are:

  • PG31656 - Thinks the instrument is "PG" and the run number is "31656". No file is found.
  • PG3_656 - Does a wildcard search for any run ending in "656" and returns the location of PG3_1656_event.nxs.

What is being passed to the orbiter search can be seen in debug logging.

It finds powgen 1656 ok, and fails to find PG3_656 (which Pete tells me doesn't exist.)
