So that it carries Instrument, sample, etc.

And make algorithms copy that info, e.g. PredictPeaks, MDEWFindPeaks

PeaksWorkspace (actually IPeaksWorkspace) does indeed inherit from ExperimentInfo and this is tested appropriately.
