Read sample-to-moderator distance from config file and move moderator element accordingly.

To test: modify the value of Sample Location in Test/AutoTestData/eqsans_configuration.1463 and watch the system test crash.

Confirmed that modifying a test to UseConfig(True) and altering the "Sample Location" value causes different results as expected.
