CreateMDEventWorkspace: minimum recursion depth

Description

Specify a min. recursion depth, i.e. split all boxes at least down to that depth.

This will be used by MergeMDEW so that the input boxes have consistent structure. The inputs will have min = max recursion depth so that all the boxes are the same
