Enforce exact Mantid version requirement on Linux kits

Description

The Linux installation kits (RPM and DEB) should be required to use the same version of Mantid that the Vates package is built for.

To test, try installing a mantid_vates RPM or DEB that has a different version than an installed Mantid RPM or DEB.

Minor syntax fix for the Vates dependencies so that the packages will build. The spec files are very picky about spaces etc. Refs #3627
