Ressonance mode for SNAP

Description

Add downstream detector monitor for SNAP with pixel ID 1342177280. Data should be imported, binned in TOF, and fit with a gaussian to a predetermined peak. SNAP_7166 is in ressonance mode.

Pixel ID changed to 1179648 since LoadEventsPreNexus allocated memory to maximum pixel ID. SNAP_7165 is the run in ressonance mode and this pixel is only in preNexus file. Will be added to Nexus files soon.

1342177280, or, 0x50000000 is the pixel id Lloyd set last time, but high bit "5" means special1 instead of monitor...

I hope we can use 1073741843, or, 0x40000013 (decimal 19 with high bit "4") to be consistent.

Downstream monitor pixel works using LoadPreNexus for run 9562 on. For EventNexus files, there is GetTimeSeriesLogInformation that will output a workspace from a downstream log. From Marie: that special pixel has been changed from 0x5000,000a to 0x4000,0013 starting from SNAP 9526.
