Develop the Python interface for Mantid

Description

This will use BOOST.Python (and possibly the py++ code generatot to make things simpler).

The primary objects that will be exposed through the interface are

  • The FrameworkManager
  • The base Aglorithm Class
  • The base worksspace
  • Probably the workspace implementations.
