Description

In situations like #3398 when a proper instrument definition could not be loaded we should tell people this if they try and display the instrument. Currently if you use a file that resorts to LoadInstrumentFromRaw and try to display the instrument then you get a blank display but it is not obvious why.

Only fix in this iteration if it is trivial to do (< 1 hour), otherwise move to next release.

Had to kind of hack an IDF to get an instrument with <3 elements, I get some sort of error message instead but could be from my IDF. It isn't blank though.
