Default values for the PeakPickerTool within the Muon Analysis interface

Description

There are two parts to this ticket.

1) Make sure that when the peak picker tool is on the graph it is set up using the values from the plot options tab. (Start μs) & (Finish μs).

2) If the user changes the workspace then the peak picker tool needs to use the same values as it was using before.

Refs #3788. Set the PeakPickerTool to have default values within the muon analysis interface. I also made it so that if you change workspace on the data analysis tab then the PeakPickerTool will keep the same values for the new plot.

load data, changed (Start μs) & (Finish μs) setting. clicked on fitting tab, changed range manually, changed to new workspace, changed back again - worked as it should
