Peak picker tool should always reset the fitting range to the visible area on the plot

Description

If Peak picker tool is first created, then plot is zoomed in, then the tool switched on again, the blue dashed lines can be outside visible area, so are StartX and EndX parameters. The tool should always reset StartX and EndX to the visible area.
