Give better error message when FindSNSNeXus cannot initialize

Description

Not that anybody should use it anymore, but...

A common-ish issue is that the instrument list that findnexus_lib uses is not installed. Get the error message displayed a bit better.

Print a special error message if an IOError is thrown before rethrowing it. Fixes #3865.

I do not have findnexus_lib installed and got the error message
