Implement parse mode for script validation?

Description

From Software requirements

When in parse mode the framework will check the parameter settings of each algorithm by initialising each in turn, but will not actually execute the algorithm.

Agreed by the Scientific Steering Committee on 20/02/2009 that this is not required given the ability to run items in a script individually.
