LoadEventNexus: Need to be able to filter monitors within a different region

Description

Some ISIS files have their monitors stored as events but given that the monitors are separated from the sample and detectors there needs to be a different time regime for the filtering.

Essentially this amounts to providing different filtering limits for the monitor section.
