HFIR SANS: write workflow alg for data loading

Description

Write a workflow algorithm to load data and place the detector at the right position. The algorithm should create a reduction parameter table so that we can start getting rid of the following reduction step classes and replace them by proper workflow algorithms.

Added new workflow algs HFIRLoad and HFIRInstrument and removed old code. Note these new alg have no wiki documentation
